The debate over international trade has long pitted “free trade” advocates against those who argue that particular reasons support trade restraints. The newest argument is that open trade leads to a “race to the bottom” in the regulation of health, safety, welfare, and especially labor and environmental concerns, harming the nation’s citizens and undermining national sovereignty. One predicate for this argument – that trade increases competitive pressure on domestic industry – is accurate. That, in turn, will raise the cost of (...) some national policies that otherwise would win political approval. But the remainder of the race to the bottom argument rests on assumptions about regulation, the political process, and trade that do not stand up to examination. While responses to increased international competition will vary, the effects of such competition will generally be consistent with any meaningful notion of sovereignty and also will improve national welfare judged by common economic norms.Le débat sur le commerce international a longtemps opposé les défenseurs du libre échange à ceux qui soutiennent qu’il existe des raisons particulières en faveur de barrières à l’échange. Peter Hare published two books about philosophy, both co-authored with his colleague Edward Madden. The first was Evil and the Problem of God, while the second was titled Causing, Perceiving and Believing: An Examination of the Philosophy of C. J. Ducasse (Dordrecht, Holland: D. Reidel), published in 97 . Hare's choice of Ducasse for extended study tells us a great deal about Hare's own interests. Ducasse was a confessedly analytic philosopher who advocated several views extending classical American themes. In my book God’s Call1 I gave an historical account of the debate within twentieth century analytic philosophy between moral realism and expressivism. Moral realism is the view that moral properties like goodness or cruelty exist independently of our making judgements that things have such properties. Such judgements are, on this theory, objectively true when the things referred to have the specified properties and objectively false when they do not. Expressivism is the view that when a person makes a moral (...) judgment, she is expressing emotion or desire or will. I used the term ‘orectic’ to refer to these mental states, because we do not have in English a sufficiently general term. In God’s Call, I started with a moral realist whom I called a ‘platonist’, G. E. Moore, and then I traced the argument through the emotivists, A. J. Ayer and Charles Stevenson, and the prescriptivist, R. M. Hare, and Iris Murdoch, whom I called a ‘humble platonist’, and J. L. Mackie’s ‘error theory’, and John McDowell, whose theory I call ‘disposition theory’, and David Brink, the ‘new-wave realist’, and Allan Gibbard, who calls his own theory ‘ norm expressivism ’. My project was to collect together the concessions that the two sides of the debate have made to each other over the course of this history, and then to construct a position which molds these concessions into a single coherent theory. Can the output of human cognition be predicted from the assumption that it is an optimal response to the information-processing demands of the environment? A methodology called rational analysis is described for deriving predictions about cognitive phenomena using optimization assumptions. The predictions flow from the statistical structure of the environment and not the assumed structure of the mind. Bayesian inference is used, assuming that people start with a weak prior model of the world which they integrate with experience to develop (...) stronger models of specific aspects of the world. Cognitive performance maximizes the difference between the expected gain and cost of mental effort. Memory performance can be predicted on the assumption that retrieval seeks a maximal trade-off between the probability of finding the relevant memories and the effort required to do so; in categorization performance there is a similar trade-off between accuracy in predicting object features and the cost of hypothesis formation; in casual inference the trade-off is between accuracy in predicting future events and the cost of hypothesis formation; and in problem solving it is between the probability of achieving goals and the cost of both external and mental problem-solving search. The implemention of these rational prescriptions in neurally plausible architecture is also discussed. (shrink)

Written against the background of her controversial opposition to the University of Oxford's awarding of an honorary degree to Harry S. Truman, Elizabeth Anscombe's /Intention/ laid the groundwork she thought necessary for a proper ethical evaluation of actions like the bombing of Hiroshima and Nagasaki. The devoutly Catholic Anscombe thought that these actions made Truman a murderer, and thus unworthy of the university's honor — but that this verdict depended on an understanding of intentional action that had been widely rejected (...) in contemporary moral philosophy. /Intention/ was her attempt to work out that understanding and argue for its superiority over a conception of intention as an inner mental state. -/- Though recognized universally as one of the definitive works in analytic philosophy of action, Anscombe's book is often dismissed as unsystematic or obscure, and usually read through the lens of philosophical concerns very far from her own. Schwenkler's Guide offers a careful and critical presentation of Anscombe's main lines of argument at a level appropriate to advanced undergraduates but also capable of benefiting specialists in action theory, moral philosophy, and the history of analytic philosophy. Further, it situates /Intention/ in a context that emphasizes Anscombe's debts to Aristotle, Aquinas, and Wittgenstein, and her engagement with the work of contemporaries like Gilbert Ryle and R. M. The appropriate methodology for psychological research depends on whether one is studying mental algorithms or their implementation. Mental algorithms are abstract specifications of the steps taken by procedures that run in the mind. Implementational issues concern the speed and reliability of these procedures. The algorithmic level can be explored only by studying across-task variation. This contrasts with psychology's dominant methodology of looking for within-task generalities, which is appropriate only for studying implementational issues.The implementation-algorithm distinction is related to a number of (...) other “levels” considered in cognitive science. Its realization in Anderson's ACT theory of cognition is discussed. Research at the algorithmic level is more promising because it is hard to make further fundamental scientific progress at the implementational level with the methodologies available. Protocol data, which are appropriate only for algorithm-level theories, provide a richer source than data at the implementational level. Research at the algorithmic level will also yield more insight into fundamental properties of human knowledge because it is the level at which significant learning transitions are defined.The best way to study the algorithmic level is to look for differential learning outcomes in pedagogical experiments that manipulate instructional experience. This provides control and prediction in realistically complex learning situations. The intelligent tutoring paradigm provides a particularly fruitful way to implement such experiments.The implications of this analysis for the issue of modularity of mind, the status of language, research on human/computer interaction, and connectionist models are also examined. Some decisions result in cognitive consequences such as information gained and information lost. The focus of this study, however, is decisions with consequences that are partly or completely noncognitive. These decisions are typically referred to as ‘real-life decisions’. According to a common complaint, the challenges of real-life decision making cannot be met by decision theory. This complaint has at least two principal motives. One is the maximizing objection that to require agents to determine the optimal act under real-world constraints is (...) unrealistic. The other is the precision objection that the numeric requirements for applying decision theory are overly demanding for real-life decisions. Responses to both objections are aired in the History section of this chapter. The maximizing objection is addressed with reference to work by Weirich and Pollock, while the precision objection is countered via a proposal by Kyburg and another by Gärdenfors and Sahlin. However, the Current Research section urges a different response to the precision objection by introducing a comparative version of decision theory. Drawing on Chu and Halpern’s notion of generalized expected utility, this version of decision theory permits many choices to be based on merely comparative plausibilities and utilities. Finally, the Further Research section undertakes an open-ended exploration of three of the assumptions upon which this form of decision theory (and many others) is based: transitivity, independence, and plausibilistic decision rules. Much of cognitive psychology focuses on effects measured in tens of milliseconds while significant educational outcomes take tens of hours to achieve. The task of bridging this gap is analyzed in terms of Newell's (1990) bands of cognition—the Biological, Cognitive, Rational, and Social Bands. The 10 millisecond effects reside in his Biological Band while the significant learning outcomes reside in his Social Band. The paper assesses three theses: The Decomposition Thesis claims that learning occurring at the Social Band can be (...) reduced to learning occurring at lower bands. The Relevance Thesis claims that instructional outcomes at the Social Band can be improved by paying attention to cognition at the lower bands. The Modeling Thesis claims that cognitive modeling provides a basis for bridging between events on the small scale and desired outcomes on the large scale. The unit-task level, at the boundary of the Cognitive and Rational Bands, is useful for assessing these theses. There is good evidence for all three theses in efforts that bridge from the unit-task level to educational applications. While there is evidence for the Decomposition Thesis all the way down to the 10 millisecond level, more work needs to be done to establish the Relevance Thesis and particularly the Modeling Thesis at the lower levels. LAS is a program that acquires augmented transition network (ATN) grammars. It requires as data sentences of the language and semantic network representatives of their meaning. In acquiring the ATN grammars, it induces the word classes of the language, the rules of formation for sentences, and the rules mapping sentences onto meaning. The induced ATN grammar can be used both for sentence generation and sentence comprehension. Critical to the performance of the program are assumptions that it makes about the relation (...) between sentence structure and surface structure (the graph deformation condition), about when word classes may be formed and when ATN networks may be merged, and about the structure of noun phrases. These assumptions seem to be good heuristics which are largely true for natural languages although they would not be true for many nonnatural languages. Provided these assumptions are satisfied LAS seems capable of learning any context‐free language. (shrink)

This article tackles a number of puzzles related to Aristotle’s practical syllogism, notably the relationship between deliberation and the practical syllogism, the distinction between deliberative and reconstructive practical syllogisms, and the nature of the conclusion of the practical syllogism.

In Bergson and Intensive Magnitude: Dismantling his Critique, Florian Vermeiren argues that Bergson’s critique of intensive magnitude in Time and Free Will is inconsistent with his later philosophy, and even inconsistent with the role of a “difference in degrees of freedom” in Time and Free Will. I argue that it is rather Vermeiren’s analysis which mischaracterizes Bergson’s critique and therefore the interpretation of an inconsistency cannot stand. In the first two sections I reevaluate Bergson’s critique, showing what, according to Bergson, (...) are the good and bad senses of intensity, and how this critique allowed Bergson to institute a new conception of difference as expressed in concrete continuity. In the final section I examine the importance of infinitesimal thought in Bergson’s good sense of intensity. (shrink)

An analysis of student learning with the LISP tutor indicates that while LISP is complex, learning it is simple. The key to factoring out the complexity of LISP is to monitor the learning of the 500 productions in the LISP tutor which describe the programming skill. The learning of these productions follows the power‐law learning curve typical of skill acquisition. There is transfer from other programming experience to the extent that this programming experience involves the same productions. Subjects appear to (...) differ only on the general dimensions of how well they acquire the productions and how well they retain the productions. Instructional manipulations such as remediation, content of feedback, and timing of feedback are effective to the extent they give students more practice programming, and explain to students why correct solutions work. Llull and Leibniz both subscribed to conceptual atomism: the belief that the majority of concepts are compounds constructed from a relatively small number of primitive concepts. Llull worked out techniques for finding the logically possible combinations of his primitives, but Leibniz criticized Llull’s execution of these techniques. This article argues that Leibniz was right about things being more complicated than Llull thought but that he was wrong about the details. The paper attempts to correct these details.

This chapter has two objectives. The first is to clarify Aristotle’s view of the first principles of the sciences. The second is to stake out a critical position with respect to this view. The paper sketches an alternative to Aristotle’s intuitionism based in part on the use of quantitative inductive logics.
